It watches official blogs, status pages, research, technology media and specialist communities. A source is not an event, and an event is not yet a conclusion.

Deterministic filters and deduplication connect evidence. A bounded editorial model may structure claims, while conflicts and uncertainty remain visible.

Public states are Published, Preliminary, Confirmed, Disputed and Refuted. Updated and Corrected disclose changes to a publication.

Corrections are append-only public effects linked to evidence. Ambiguous Telegram delivery is never retried blindly.

A person owns the system, changes its rules and performs operational gates. Routine collection, selection and publication run automatically.

Every publication names its public source. Prompts, credentials and internal operational data are never public evidence.
